Flood management measure: Stormwater retention tank

Definition

Stormwater tanks are an effective way of reducing peak flow and equalising flow rates from storm water runoffs in the sewer system. Placed strategically, stormwater tanks mean better utilisation of the existing sewer system, allow for intelligent management of storm water flows, and ultimately save on infrastructure investments. Stormwater tanks can be relatively easily adapted to the sewer system, and during heavy rain the sewer system is relieved by guiding excess storm water to the stormwater tank for temporary storage.

Stormwater tanks are a cost-effective solution, because sewer lines are already constructed and generally have a substantially remaining lifetime, and replacing existing pipes in an urban environment is "in addition to being very expensive" troublesome.

Conditions

Storm water is collected in the sewer network. A sewer network can either be a combined system or a separate stormwater system. The latter is of no interest for this guideline, as the storm water from this system is often guided directly to the recipient or into wet retention ponds. However, storm water from the combined sewer system is a more complex issue and can cause environmental, aesthetic and hygiene problems for the recipients, in the form of combined sewer overflows of untreated wastewater, because the systems are not constructed to cope with these large water flows. Retention time of the stored water is controlled by available space in the sewer system, and this determines when water from the tank can be conveyed back. This can normally be done immediately after the storm water runoff event and the tank can be empty within 24-48 hours after the first inflow. Especially for combined sewerage systems, during extended periods of detention, unintended issues such as odour problems might arise, resulting from the combination of wastewater quality, temperature and time.

Οι δεξαμενές συγκράτησης ομβρίων υδάτων καταιγίδας είναι ένας αποτελεσματικός τρόπος μείωσης της μέγιστης ροής και της εξισορρόπησης των ρυθμών ροής από τις εκροές των όμβριων υδάτων στο αποχετευτικό σύστημα. Όταν τοποθετούνται στρατηγικά, οι δεξαμενές συγκράτησης όμβριων υδάτων αξιοποιούν καλύτερα το υφιστάμενο αποχετευτικό σύστημα, επιτρέπουν την έξυπνη διαχείριση των ροών των όμβριων υδάτων, και τελικά εξοικονομούν επενδύσεις σε υποδομές. Οι δεξαμενές ομβρίων υδάτων μπορούν να προσαρμοστούν σχετικά εύκολα στο σύστημα αποχέτευσης, και κατά τη διάρκεια έντονης βροχόπτωσης το σύστημα αποχέτευσης ανακουφίζεται κατευθύνοντας την περίσσεια του νερού στη δεξαμενή συγκράτησης ομβρίων για προσωρινή αποθήκευση.

Οι δεξαμενές συγκράτησης ομβρίων υδάτων είναι μια οικονομικά αποδοτική λύση, διότι οι γραμμές αποχέτευσης έχουν ήδη κατασκευαστεί και γενικά έχουν μια ουσιαστική διάρκεια ζωής και η αντικατάσταση των υφιστάμενων σωλήνων σε αστικό περιβάλλον εκτός από το ότι είναι πολύ δαπανηρή είναι και ενοχλητική.

Τα όμβρια ύδατα συλλέγονται στο δίκτυο αποχέτευσης. Ένα δίκτυο αποχέτευσης μπορεί να είναι είτε ένα συνδυασμένο σύστημα ή ένα ξεχωριστό σύστημα ομβρίων υδάτων. Το τελευταίο δεν έχει κανένα ενδιαφέρον για την εν λόγω κατευθυντήρια γραμμή, καθώς το νερό από αυτό το σύστημα οδηγείται κατευθείαν στον αποδέκτη ή σε υγρές λίμνες κατακράτησης. Ωστόσο, το νερό από το συνδυασμένο σύστημα αποχέτευσης είναι ένα πιο πολύπλοκο ζήτημα και μπορεί να προκαλέσει περιβαλλοντικά, αισθητικά, προβλήματα καθώς επίσης και προβλήματα υγιεινής στους αποδέκτες, με τη μορφή συνδυασμένων υπερχειλίσεων αποχέτευσης ακατέργαστων λυμάτων, επειδή τα συστήματα δεν είναι κατασκευασμένα για αντιμετωπίζουν αυτές τις μεγάλες εκροές νερού. Ο χρόνος κατακράτησης του αποθηκευμένου νερού ελέγχεται από τον διαθέσιμο χώρο στο σύστημα αποχέτευσης, και αυτό καθορίζει πότε το νερό από τη δεξαμενή μπορεί να μεταφερθεί πίσω. Αυτό κανονικά μπορεί να γίνει αμέσως μετά το συμβάν επιφανειακής απορροής και η δεξαμενή μπορεί να αδειάσει μέσα σε 24-48 ώρες μετά την πρώτη εισροή. Ειδικά για συνδυασμένα αποχετευτικά συστήματα, κατά τη διάρκεια εκτεταμένων περιόδων κράτησης, ακούσια ζητήματα, όπως προβλήματα οσμής, μπορεί να εμφανιστούν από τον συνδυασμό της ποιότητας των λυμάτων, της θερμοκρασίας και του χρόνου.
